Civil society organization ‘’New Horizon’’ organized a seminar called ‘’European Integrations for my town’’. The seminar was held on 18th December 2009 in Ulcinj.
A need for stronger administrative capacities in order to answer the assumed obligations of European integrations in a qualitative way was one of the priorities prescribed by the National Plan of integration, but also a requirement imposed by the European Commission. In this context NGO ‘’New Horizon’’ prepared an informative and training program for the officials of the local Administration in Ulcinj, the representatives of the local Parliament and the leaders and managers of the local enterprises, as well.
The objectives of this seminar were:
- to increase awareness of employees in the municipality of Ulcinj about the idea, history and institutions of the European Union as well as the position of Montenegro on its path towards the European integrations;
- to raise awareness about the importance of strengthening the existing capacities of the municipality in order to prepare adequately for the EU integration process and recognize the position and the role of local government in this process;
Lecturers on this seminar were renowned experts from the field of European integration and the system of local government:
Ratka Sekulovic – Ministry of the European integration MNE;
Sasa Scekic – Association of the municipalities of MNE;
Agron Camaj – Ministry of the European integration MNE;
Being aware that the process of European integration is very important for all citizens of MNE as well as that 75% of norms of the European Union are to be implemented on the local level, the local government not only gains in importance, but even has a fundamental role in the whole process. As a multicultural town which is among the acceptable areas for realization of the cross-border projects, Ulcinj is favored to use European funds. From this kind of programs can directly benefit the whole local community (local government, public enterprises, protection of the living environment, cultural development, tourism, etc.). This reason is sufficient to allow availability of all the information related to this process, but also to inform the public about the whole process and especially local decision-makers who are supposed to lead its implementation to the end.
